İYS is a mandatory consent management platform established with government support and by the Union of Chambers and Commodity Exchanges of Türkiye, protecting both the sender and the recipient.

Under Law No. 6563 and as of the effective date of 4 January 2020, all senders of commercial messages are required to be registered with İYS.
Shopping malls, brands, food companies, banks, hospitals and all natural or legal persons that send commercially-oriented messages must operate in compliance with the İYS system.
The İYS system cannot block spam calls — it only filters commercially-oriented electronic messages (SMS, email, calls). OTP and purely informational messages are out of scope.

The İYS filter is applied during delivery; no message is sent to recipients who have exercised their right to opt out.
The SMS content must include a short number through which an opt-out message can be sent.
For tradespeople, the name, surname and Turkish ID number must appear within the message content.
For merchants, the MERSİS number and commercial title must be visible in the message.
At least one means of contact must be included, such as a name, phone, email or fax.
The message content must clearly state that it is a promotion, campaign or informational notice.
The content must contain a product or service detail link or a customer service number.
